Future competition among insurance companies will move to the rural market, therefore it is of great significance for insurers to proactively tap the great development potential there. Insurance companies can develop the countylevel market step by step. First of all, they should try to achieve steady business growth in the local city market, expand and strengthen the countylevel market and establish its brand recognition in the rural market. Secondly, insurance companies can use its development in the countymarket to drive its business growth in the cities while continue to strengthen its presence in the countylevel market. The final goal is to achieve mutual development in both the city market and the countylevel market. To expand business in the countylevel market, insurance companies should continuously improve their service quality, complete their customer service network, widely carry out credibility education, effectively enhance the credibility concept, expand the sales team, improve the quality of employees and agents and uplift the impact of countylevel insurance business by enhancing publicity efforts.
