[摘要]通过对法国和新西兰巨灾保险制度介绍可以看出,法国和新西兰巨灾保险制度最主要的特点可以总结为:国家以法律的形式建立适宜本国的多渠道的巨灾风险分散体系。简单地说,就是国家通过法律手段将巨灾风险尽可能地分散,核心是分散机制的建立。因此,对我国来说,可探索将洪水、地震和台风等我国面临的主要巨灾风险纳入普通居民和企业财产保险单的承保范围。 [关键词]巨灾保险制度;法国中央再保险公司;“自然灾害保险补偿制度” ;新西兰地震委员会 [中图分类号] F843.62 [文献标识码] A [文章编号]1004-3306(2007)06-0085-02 Abstract: An introduction of the catastrophe insurance systems in France and New Zealand reveals that in both these two systems, the government lays down a multichannel catastrophe risk spread system that suits their respective situations. To put it simply, the government spread the catastrophe risk as widely as it can through legislative means. The kernel of these systems is the establishment of the risk spread system. Therefore, China can consider to include flood, earthquake and typhoon types of common catastrophe risks into the insurance coverage of property insurance plans for households and enterprises.
